B'iJik was a minor bureaucrat serving in the Klingon Diplomatic Corps in the Earth year 2368, presumably on the Klingon Homeworld. His formal title was "Junior Adjutant to the Diplomatic Delegation."

Since he had just assisted Klingon Chancellor Gowron in his fight against the Duras family in the Klingon Civil War, Picard naturally assumed Gowron would be willing to assist in this matter.
