B'Ijik was a bureaucrat attached to the Klingon High Council in the 2360s. In 2368, he was contacted by Jean-Luc Picard who wanted to speak to Chancellor Gowron and arrange for a Klingon ship to take him to Romulus. (TNG: Unification, Part I}
