Rear Admiral Bennett was the Judge Advocate General with Starfleet in the 24th century.

In 2373, when it was discovered that Doctor Julian Bashir had been genetically enhanced as a child, a crime under Federation law, Bashir's superior officer, Captain Sisko, contacted Admiral Bennett and, along with Bashir's parents, struck a deal whereby Bashir would be able to retain both his commission and his medical practice, in exchange for a guilty plea to the charge of illegal genetic engineering from Richard Bashir, Julian's father, who had made the initial decision to have Julian's DNA resequenced.
