Commander Bloom was the alias the Tilonian inmate Jaya gave herself while being admitted to the Tilonus Institute for Mental Disorders on Tilonus IV in 2369. She told Commander William T. Riker, also an inmate, that she was the first officer of the USS Yorktown and communicated with a spoon. (TNG: "Frame of Mind")
