Brell was an inhabitant of a planet that Voyager encountered in the Delta Quadrant. At first the planet appeared destroyed by some catastrophic evident, but when an away landed on the planet, Janeway and Paris were transported back in time before the evident took place.
Brell was part of a dissendent group that wanted the use of polaric energy banned. His leader was Makull. He helped take over a power planet in order to disable the polaric energy conduit. Janeway believed that this action was the evident that destroyed the planet. In reality a rescue team from Voyager would cause the explosion in trying to open a fracture to sub space to rescue Janeway, she seals the fracutre in time and time is reset. Brell and the rest of the planet is restored. (VOY: Time and Again)
