Broht & Forrester is a publishing company within the Federation which, presumably amongst other things, publishes and distributes holonovels.

Among their most successful publications during the 24th century included the Dixon Hill series, and a children's program "Toby the Targ", which was said to be "written by Toby, the targ".

In 2378, Arden Broht released the Doctors work, "Photons Be Free" against his wishes, and Broht was eventually ordered to recall the distributed copies by a Federation arbiter. Broht thought he could release it because The Doctor, as a hologram, has no legal rights under Federation Law and would not be allowed to control his work as an author under the Seventh Guarantee.
