Burkus was the leader of the Monean Sovereignty, an underwater society. The homeworld of the Monean society was an artificially created water world, held in place by a containment field. When visited by the USS Voyager in 2375 the planet was in danger of losing containment. However, Burkus refused to believe there was any danger, even after Tom Paris provided evidence of the danger. Burkus stated that he would take the facts under advisement. (VOY: Thirty Days)
