Fleet Admiral Cartwright was a high ranking Starfleet official in the late 23rd century.

In 2286, Cartwright oversaw Starfleet Command operations during the whale probe crisis on Earth. (Star Trek IV: The Voyage Home; Star Trek VI: The Undiscovered Country)

In 2293, following the explosion of the Klingon moon Praxis, Cartwright strongly objected to the Federation President's policy of negotiating a peace treaty with the Klingon Empire. He felt that it would be more prudent to attack the Klingons while they were weakened, to seize the initiative, and place the Federation in a "far better position to dictate terms." However, he was overruled by the Federation President. Cartwright speculated that the abandonment of the Klingon Neutral Zone would result in large influxes of Klingons in Federation space. He distastefully believed that Klingons would become the "alien trash of the galaxy." It could therefore be assumed that his opposition to putting out peace feelers to the Klingon Empire was partly motivated by his xenophobic prejudices.

Cartwright was part of the Khitomer conspiracy that arranged the assassination of Klingon chancellor Gorkon as he traveled to negotiate with the president on Earth. Along with "everyone who [stood] to lose from peace," Cartwright sought to prevent the signing of a peace treaty between the two enemies. However, his role in the conspiracy was exposed when Lieutenant Valeris was arrested aboard the USS Enterprise-A, and he was arrested at the Khitomer Conference and later charged with treason. Background

Admiral Cartwright was played by Brock Peters, who would later play Joseph Sisko in several episodes of Star Trek: Deep Space Nine. The younger Cartwright (citation needededit) in Star Trek was played by Errik Tustenuggee.

Early drafts of Star Trek IV had Admiral Morrow in the role later filled by Cartwright. In similar fashion, the Star Trek VI script had Cartwright's name listed as Donald.

The Star Trek IV novelization showed that Cartwright had replaced Morrow as Commander, Starfleet in the time that Kirk and crew have been on Vulcan and Cartwright even comes to Vulcan to urge Kirk to return to Earth but Kirk refuses until he's sure that Spock is alright.

Cartwright was one of five supporting characters to appear in more than one Star Trek film. The others are David Marcus, Saavik, Sarek, and the Klingon Ambassador.

Apocrypha

The Star Trek: Section 31 novels portray Admiral Cartwright as an agent of Section 31.
