Catulla was an inhabited planet. This was the homeworld for the Catullans, the warp capable humanoid species.
In 2269, Catulla and the Federation were engaged in treaty negotitations. On stardate 5832, the negotiation period had reached a critical phase, but was threaten to be impacted by the actions of the son of the Catullan ambassador to the Federation, Tongo Rad. (TOS: "The Way to Eden")
Background
The Star Trek Encyclopedia alluded to the possibility that Catulla was in the process of applying for Federation membership. It also spelled Catulla as "Catualla," as does the closed captioning.
Presumably, Catulla was located in the Alpha Quadrant.

- Catulla: In 2378, this planet was a Federation member. The planet was located in the Theta Pictoris planetary system. ("United Federation of Planets I")
- Theta Pictoris system: This system was a single star system. Theta Pictoris was a G-class star with a magnitude of +5, which was the same brightness as Sol. The system was located in non-aligned space. ("United Federation of Planets II")
The Worlds of the Federation
The star that Catulla orbited was named Theta Pictoris, and the Catullans referred to their world as Cendo-Prae.
