Lieutenant Chang
Tac Officer Chang was a Starfleet officer in the 24th century, of Asian descent.
In 2364, he held the rank of lieutenant, and was posted to Relva VII. Amoung his duties was overseeing the Starfleet Academy entrance exam. (TNG:"Coming of Age")
The nature of being a Tac Officer wasn't explained, and this title was never used in subsequent episodes. It is often assumed to be short for tactical officer.
