Charley was a police officer for the New York City PD during the late 1960s.
In 1968, he and a colleague were sent to the apartment where Roberta Lincoln worked, answering her telephone emergency call. When the two cops tried to arrest Captain Kirk and Spock there, Charlie and his partner were accidentally beamed on board the USS Enterprise, but were transported back to New York seconds later.
