Commander, Starfleet, also known as Starfleet Commander, was a high-level Starfleet position given to a fleet admiral. It was similar to the Starfleet chief of staff and the commander in chief.

In 2372, the Commander, Starfleet ordered all Starfleet cadets, including Cadet Training Squadron 47, to perform field duty on Earth. (DS9: "Paradise Lost")

Commander, Starfleet's orders appeared on a viewscreen viewed by Odo and Sisko in "Paradise Lost". This order also implied that his office was located in Paris, as the order was transmitted from there via a satellite and Luna to San Francisco.
