Commander, Starfleet, also known as Starfleet Commander, was a high-level Starfleet position given to a fleet admiral. It was similar to the Starfleet chief of staff and the commander in chief.
Fleet Admiral Harry Morrow held the position in 2285. (Star Trek III: The Search for Spock)
In 2372, the Commander, Starfleet ordered all Starfleet cadets, including Cadet Training Squadron 47, to perform field duty on Earth. (DS9: "Paradise Lost")
