The Congress of Economic Advisors was a political body on Ferenginar, introduced by Grand Nagus Zek as part of his sweeping reforms of the Ferengi Alliance in the mid-2370s. For a regulation proposed by the Nagus to become law, it would have to be ratified by the Congress.
In 2375, the Congress made monopolies illegal to encourage competition. They also made dumping industrial waste illegal and introduced labor rights, environmental regulation, and universal health care. (DS9: "The Dogs of War")
