The Devore Imperium controls eleven star systems around the center of the Delta Quadrant. The Imperium employs heavily armed warships to patrol its space.
Telepathic aliens are distrusted within the Imperium, and are hunted down and killed. In 2375, the USS Voyager entered Devore space, carrying a number of telepathic refugees. While the starship was allowed to pass through Devore territory, the refugees and those members of Voyager's crew with telepathic abilities were placed in transporter stasis whenever the ship was forced to submit to inspection.
