Commander Dolim was a Xindi-Reptilian military officer and a representative of his species on the Xindi Council.

Dolim could often be cold and bloodthirsty. There is a story circulated about him: his daughter gave birth to a son who had a deformity in his right arm. The deformity was not life-threatening, but would prevent the boy from ever joining the military. Dolim had his own grandson poisoned. (ENT: "The Council")

Dolim was also a religious man. He threatened to kill one of his own lieutenants when he questioned the Guardians. (ENT: "The Council")

Dolim was very eager to protect his race from its future destruction by the Humans. He was constantly demanding that the Xindi superweapon be developed faster. He was also quick to see alternatives to the superweapon, such as a bioweapon. He worked on the development of the bioweapon without Council approval. (ENT: "The Xindi", "Rajiin")

Dolim personally selected the Xindi that piloted the prototype weapon to Earth; that Reptilian was a member of Dolim's regiment. Dolim believed the pilot's name would go down in history as "a testament to the superiority of the cold-blooded." (ENT: "Azati Prime")

He had contacts all across the Delphic Expanse; they monitored Enterprise's entrance into the Delphic Expanse in July 2153 and its visit to the remains of Xindus that September. (ENT: "The Xindi")

He was also responsible for maintaining the security of the facility on Azati Prime. It was there that he captured and interrogated Jonathan Archer, who was later released by the order of the Council. (ENT: "Azati Prime" ,"Damage")

Archer later came before the Council in an attempt to convince the Xindi to not listen to the Guardians and halt the launch of the superweapon. Dolim attempted to stop the Council from listening, but when Kiaphet Amman'sor was swayed, Dolim pretended to be swayed as well. He was acting on advice from one of the Guardians, who informed him that if he "saved the Xindi" from humanity, the reptilians would be placed as the highest of Xindi. (ENT: "The Council")

Dolim's conversion was nothing more than a ruse, however. He used the opportunity to murder Degra, steal the weapon, and kidnap Hoshi Sato. Dolim fought Jonathan Archer hand-to-hand in an attempt to stop Archer from overloading the superweapon's reactor. Dolim was killed when an explosive was detonated on his back.
