Admiral Douglas was a human Starfleet flag officer in the 2160s.
In 2161, Douglas contacted the NX-01 Enterprise, requesting Captain Archer's approval of protocols for the decommissioning of the Enterprise. Archer, however, refused to deal with such matters until after the Federation Charter was signed. (ENT: "These Are the Voyages...")
