A drought or dry spell was a planetary condition where a lack of rain causes a shortage of water.
According to an early version of the script for the episode "Dramatis Personae", Kelton IV experienced a drought which prompted the Federation to give them rain-inducing technology.
As a six year old child, Katherine Janeway once flooded the Forest of Forever by diverting a river, after Flotter suggested a dry spell was coming. (VOY: "Once Upon a Time")
