Eli Hollander was a a character in an Old West program that Alexander created for himself and father. He was murderous bandit that was arrested by Worf. However due to a malfunction caused by an experiment that LaForge and Data was conducting, the program's safety protocals were shut off, and the program became too real. In fact all the holographic characters in the program assumed the image of Data.
Worf would survive by outwitting Eli and his father in a shootout, that ended the program.
