The Elysian Council
The Elysia Council was the ruling body of Elysia. It was lead by Xerius, and its members included Devna, Megan and representatives of 123 different species.
When the USS Enterprise and the IKS Klothos were drawn into Elysia in 2269, Captains James T. Kirk and Kor were brought before the council, where they were told of the laws and rules governing the civilisation. The council strongly advised against the two vessels' attempts to return home, but acted to warn Enterprise of an explosive device planted by the Klingons in the starship's computer banks.
