Embezzlement was the act of secretly taking money or other assets from an organization by persons who have been entrusted with them.
In 2371, Rom embezzled money from the Ferengi Benevolent Association, a charity set up by the Prophet-influenced Grand Nagus Zek, of which he was the Senior Administrator. After a restored Zek folded the charity, Rom revealed his actions to his brother Quark, who was impressed, and noted their father Keldar would have been too. (DS9: "Prophet Motive")
