Federation Security agent

Federation Security was a department of the United Federation of Planets responsible for criminal investigations and police activity.

In 2285, Doctor McCoy was arrested by a Federation Security agent in San Francisco, and placed in a holding cell. McCoy was later broken out by his Enterprise crewmates. (Star Trek III: The Search for Spock)

In his text commentary on the DVD, Michael Okuda refers to this organization as civilian security despite their insignia. If so, it marks the only appearance of a 23rd-24th century police force operating on Earth aside from Starfleet in the prime reality.
