:::Either scrap them or...? I agree with no longer using {{tl|newcategory}} for any category that has previously been suggested/discussed, but think that this discussion step should stay. Provisional categories don't work. This has been said a few times already, and I'm of the opinion that we should either scrap them. It's an unnecessary level of bureaucracy, and since categories aren't locked, there's no reason to point out that the contents can change.
