Somewhere within the ST universe was an episode where our explorers encountered a planet inhabited by a humanoid race. At the time they arrived, the planet's development was roughly similar to Earth's middle ages. However, as the story progresses, it appears that time on that planet is moving at a much faster rate than normal time and our crew witnesses continued building and expansion, as well as rapid technological and industrial progress. Eventually there is contact made between the ship and the planet. One person on the planet comes to the ship knowing that he can never see his family again if he returns to the surface.

I'm curious as to which series, season, and episode this was.
