Gar was a Dralian who stole the Doctor's program along with his mobile emitter. He was on Voyager trading indium, and when he learned of the Doctor, he fake poisoning to get into sick bay. He than stole the program and sold it to Chellick, the administrator of an Dinaali Hospital Ship. Once Voyager found out abou tthe thift, they pursued Gar.
Gar was quite the con artist. He had an affair with a married woman who talked her husband in introducing him to a trader named Kipp. He stole induction units from him, sold them to a mining operation, but stole indium which he used to trade on Voyager so he could steal the Emh.
Voyager captured him on his way to a gambling tournament on Selek IV. At first he refused to talk, but Neelix fed him a wormroot that caused severe stomach problems but was not fatal. Neelix fooled him into thinking that it was fatal, and refused to give him the antidote until he confessed where the Doctor was. Gar remembered where the Doctor was and Voyager rescued him.
