Major General Georges E. Picard was an officer within the United Earth Space Probe Agency in 2161.

He was an aide to Ambassador Thomas Vanderbilt at the founding of the Federation after the Romulan War, and he noted the irony of the ceremony taking place in the same place as the founding of the United Nations in 1945 after World War II. He was quoted as saying, "What is occuring here today is a sign that some good can come of such a scourge."

General Georges Picard was an ancestor of future Starfleet Captain Jean-Luc Picard. (Star Trek: Generations)

This information comes from a page of the Picard family album not seen onscreen in the film. One wonders in what capacity he served since Captain Picard states that he was the first one of the family to leave the solar system in Star Trek: Nemesis. Template:NonCanonValid
