An honor detachment was a division of musicians whose duty it was to pay respect to visiting dignitaries.
Starfleet starships on active duty did not have honor detachments assigned to them. In 2269 Captain Kirk explained this to an image of Abraham Lincoln when he asked where the musicians playing his fanfare were. (TOS: "The Savage Curtain")
