Chief Humboldt was a Starfleet technician who worked in the Computer Center on Starbase 11, in 2266. Humboldt caught (and was subsequently incapacitated by) Commander Spock, while was attempting to forge voice tapes in an attempt to commandeer the USS Enteprise. (TOS: "The Menagerie")
