An ionic pulse can be generated by Federation starships, most likely via the deflector array.

A low-level ionic pulse was used in 2371 by the crew of the USS Enterprise-D in order to disable the shields of an attacking, retired D12 Klingon Bird-of-Prey. The pulse reset the Bird-of-Prey's defective plasma coil, triggering the cloaking device and causing the shields to drop.

This tactic saved the Enterprise from further attack, however, the damage from the battle caused a coolant leak in the warp drive resulting in a core breach. (Star Trek Generations)
