According to the text commentary for "These Are the Voyages..." by Michael and Denise Okuda, Lieutenant Commander Jerry Fleck was a Starfleet officer aboard the USS Enterprise-D circa 2370, when he was assigned living quarters across the hall from Counselor Deanna Troi.

The character's name was placed on the door across the hall from Troi's quarters, on the rebuilt Enterprise sets. However the label was never visible on screen in the episode.

The character was presumably named for First Assistant Director Jerry Fleck, whose name was also used for the character of Ensign Jerry Fleck.
