John Evansville was a leader of a Human settlement on a planet in the Delta Quadrant in 2371. Evansville and the rest of the Human population were descendants of a group of over three hundred Humans who were abducted from Earth in the year 1937 by a race called the Briori, for the purpose of utilizing the Humans as a slave labor force.

The Humans eventually rebelled against their Briori masters, establishing their own society on the planet. In 2371, the settlement was discovered by the USS Voyager, whose crew released the last seven Humans who had been kept in cryogenic stasis, whom the settlers came to call "the 37's", including famed 20th century pilot Amelia Earhart. Evansville, who, along with the rest of the Humans on the planet, had always assumed that the 37's were all dead, led an attack on the Voyager landing party, initially believing them to be alien invaders. Captain Janeway, however, was eventually able to prove to Evansville their peaceful intentions, and Evansville offered to take Janeway on a tour of their cities, and even offered them a place in their community. Janeway and her crew eventually declined the offer, choosing to continue their journey back to the Alpha Quadrant, but the 37's elected to stay and become a part of the thriving Human society on the planet.
