You may be looking for American actor John Franklin.

John Franklyn-Robbins (14 December 192421 March 2009; age 84) was a British actor, who played Macias in the Star Trek: The Next Generation seventh season episode "Preemptive Strike" in 1994.

Between 1955 and 2007, Franklyn-Robbins appeared in many television series such as Z Cars, Softly Softly, Special Branch, Paul Temple, Play for Today, Casualty and Midsomer Murders as well as the voice of the Dream Maker in the animated series The Dream Stone. His film roles include the animated movie The Plague Dogs, Dr. Jekyll and Ms. Hyde, Vanity Fair and The Golden Compass.

Franklyn-Robbins is one of the actors to have appeared in both the Star Trek and Doctor Who franchises. He and Guy Siner both appeared in the 1975 Doctor Who serial Genesis of the Daleks.

Franklyn-Robbins died on 21 March 2009 at the age of 84. [1]
