Jomat Luson
Jomat Luson was a Bajoran who was a social volunteer who worked at a facility for orphans. A file she had written about an orphaned Cardassian child had been purged from the adoption file.
Rugal, a supposed Cardassian orphan left on Bajor after the occcupation was adopted by Bajorans. However it was discovered that his father, Kotan Pa'Dar, a legate, believed that his son was killed during a terrorist attack. Garak suspected a deception on Dukat's part and tried to find a file on Rugal.
When Garak contacted Lusion, she stated that she remembered Rugal because he was the only boy at the orphanage. Luson stated that he was brought to the facility by a cardassian military officer attached to the command post at the space station. (DS9: "Cardassians")
