The Kaleb sector is a region of neutral space between the United Federation of Planets and the Romulan Star Empire. The closest Starfleet facility is on Draken IV, two days away at maximum warp.
Nearly deserted, it was where the IRW Khazara was to transfer some cargo containers to a Corvallen freighter in 2369, which would then rendezvous with the USS Enterprise-D a short time later to take the cargo to Starfleet Headquarters. The cargo contained Vice-Proconsul M'ret and his aides in stasis, members of the Romulan underground movement, who were defecting to the Federation. (TNG: "Face of the Enemy")
