Kaval was a Bajoran male alive during the late-24th century.

In 2369, Kaval served as the Minister of State in Bajor's newly formed Provisional Government. After Aamin Marritza was arrested aboard Deep Space 9, and evidence of his presence at Gallitep was discovered, Kaval contacted Commander Benjamin Sisko and congratulated him for imprisoning Marritza, telling him he had performed a "special service" for Bajor. Though Sisko argued that Starfleet did not have grounds for holding the Cardassian, Kaval bluntly replied "we will have him".

Kaval later put Kira Nerys in charge of the investigation and interrogation of Marritza. (DS9: "Duet")
