Kell was a Legate in the Cardassian Central Command. He was Gul Dukat's commanding officer during the Occupation of Bajor. As part of a Dukat's counter-insurgency program, Kell secretly programmed it to rescind his command codes, if he ever tried to leave the station during a worker rebellion. (DS9: "Civil Defense")
