Crewman Kenneth Dalby was a former Maquis member who served aboard USS Voyager in the engineering department. Even though he had former command experience, he became frustrated and angry having to deal with Starfleet protocols.

He lived on the Bajoran frontier, where he met and fell in love with a woman, who was later raped and killed by three Cardassians. He joined the Maquis to seek revenge on the Cardassians.

Dalby was very protective of Crewman Gerron.

In late 2371, while making an unauthorized repair to a bio-neural gel pack, he accidentally disrupted power to the ship's energy grid. When confronted by Lieutenant Tuvok, he became extremely angry and insubordinate. He had several other recent complaints against him as well: he was caught tampering with the ship's systems to increase replicator rations. At one point, he had also missed three of his last ten duty shifts.

He was ordered by Commander Chakotay to participate in Lieutenant Tuvok's Starfleet crash course. He eventually agreed to make more of an effort to abide by Starfleet regulations, after witnessing Tuvok risking his own life to save another student participating in the course who had been seriously injured in a cargo bay accident. Dalby was played by actor Armand Schultz
"Learning Curve" co-writer Jean Louise Matthias said of the character, "In our early story treatment, Dalby was a much darker, angrier person. He was named after a kid who terrorized me in third grade. That changed a little to show he could be redeemed at the end." (Cinefantastique, Vol. 27, No. 4/5, p. 71)
