Kovat Cardassian
Kovat was a Cardassian who a public conservator in the Cardassian judical system. He was very adapt at crafting guilty pleas. Under the judical system of Cardassia, a person was guilty until proven innocent.
In 2370, he represented Miles O'Brien who was accused of arming the Maquis. When Benjamin Sisko was able to prove that the charges were fabricated by the Cardassian Government, rather than face embarassment, the court released O'Brien. When Kovat asked what happened, Odo told him he won, he replied, "They'll kill me." (DS9: "Tribunal")
