Lee was a Human female who lived on Earth during the early 21st century. She was interested in soccer.

She served as a Admin Services official in the San Francisco's Sanctuary District A Processing Center.

She once processed a woman with a warrant out for abandoning her child. The woman could not take care of him and left him with a family she worked for in the Marina. Lee decided not to alert the police and let the woman disappear into the Sanctuary without making a record. As a consequence she nearly lost her job when her supervisor found out. (DS9: "Past Tense, Part II")

In August, 2024, she processed Julian Bashir and Benjamin Sisko when they were committed there and was later taken hostage during the Bell Riots. (DS9: "Past Tense, Part I")

Lee suffered from hypoglycemia and relied on Julian Bashir's help to obtain treatment during the riots by getting her a chocolate bar. (DS9: "Past Tense, Part II")

Lee was played by Tina Lifford.
Lee's name, which originated from the episode's script (but also likely appeared on her otherwise unintelligible on-screen ID card), was derived from the name of Robert Vaughn's character of the same name in the film The Magnificent Seven. (Star Trek: Deep Space Nine Companion (p. 197))
According to the script, she was a Public Health official. It further elaborated that "LEE, the official, is well-meaning, but underpaid, undersupported, and overworked. Unlike Chris, she's still using paper. Her desk is covered with the stuff."
