A Library is a place where information, usually in book or computer form, is stored and accessible to others.

In 2152, Captain Jonathan Archer was taken to the 31st century by Crewman Daniels, where the two were trapped due to the changes to the timeline. While there, Daniels led Archer into a library (with books, not on computer), to confirm that any trace of the United Federation of Planets had been erased from history. Archer, while looking over the books, noticed The Romulan Star Empire, but Daniels made sure he didn't look at it.

In the real timeline, the library was on the same street as a monument to the Federation, and didn't contain paper books but computer terminals. (ENT: "Shockwave, Part II")

In 2269, Spock, Doctor McCoy and Captain Kirk encountered a library of sorts on the planet Sarpeidon, run by a Mr. Atoz. (TOS: "All Our Yesterdays")

Sovereign-class starships are equipped with a library, and even a dedicated librarian.

In 2375, Commanders Riker and Troi were researching the Son'a, Tarlac and Ellora in the ship's library. Also present was a Trill officer that was getting into mischief with Commander Riker, forcing the librarian to "shh" them several times.
