Livara was a Romulan spy who posed as a captain of a Talavian freighter. He started to work in the Cardassian occupied Bajoran sector in 2366. The Obsidian Order reportedly became suspicious and placed him under surveillance, at least according to a conversation between Odo and Quark. Quark was uneasy about the prospect of Livara's co-conspirators being brought in for "questioning", since Livara had offered to sell Quark maraji crystals. (DS9: "Things Past")
