Lupaza was a member of the Shakaar resistance cell and, as such, fought the Cardassians during the Occupation of Bajor.

Based on Dukat remarking in "Return to Grace" that Kira Nerys was the only female in the Shakaar resistance cell that Shakaar Edon didn't "charm", we may assume that Lupaza had a sexual relationship with Shakaar.

In 2355, Lupaza met young Kira Nerys, who wanted to join the resistance. Although the rest of the cell found Kira too young, Lupaza felt that Kira had the heart of a sinoraptor and supported her. After Kira's first mission, Lupaza made her a Bajoran earring out of the metal of a destroyed skimmer.
