Lupaza was a member of the Shakaar resistance cell and as such fought the Cardassians during the Occupation of Bajor.

Based on Dukat's remark in "Return to Grace" that Kira was the only female in the Shakaar resistance cell that Shakaar Edon didn't "charm", we may assume that Lupaza had a sexual relationship with Shakaar.
