Rear Admiral M.C. Minor was a 23rd century Starfleet flag officer assigned to the Starfleet Academy where he served as Commandante Cadets in 2285.
Minor was listed on a directory placard found on the 2nd level of Starfleet Training Command. This admiral had an office in room 203. (Star Trek II: The Wrath of Khan)
