A Military Governor is a military officer, usually a general assigned to rule over a section of territory that is under military jurisdiction. Examples of this was the Axis rulers of Europe, the Allies rule of Europe during World War II on Earth. Examples of military Governors on Earth are General MacArthur, who ruled Japan after World War II ended.

In some societies, the military governor can sumarily execute enemy combatants in order to quell any uprising, rebellion. On Earth, the Axis military governors had taken hostages and executed them to stop any rebellion, resistance. On other planets, the Cardassians have done this on Bajor to quell the incessant rebellions, resistance activities launched by resistance fighters, often by torture and execution of hostages to stop the incessant resistance activity.
