"Dismissed" is usually used as a formal release of a crew member from an official function.
In Voyager, Captain Janeway used "dismissed" to end her conversations, especially those in the captain's ready room. In "The Cloud", Neelix demands to be let off the ship because he is feeling uncomfortable with the risk the ship was taking. Janeway firmly denied his request and then when Neelix asked "Are we done?", she replied "dismissed."
