Minister was a title given to a representative of a government (usually parliamentary) or organization. In a governmental structure, ministers were granted authority over certain areas of society (for example, Minister of Agriculture).
In 1930, a minister from the United States of America advised American citizens that did not have urgent reason to be in Thailand to return home for security reasons. (TOS: "The City on the Edge of Forever")
During the 22nd century, individuals possessing the title minister in the Vulcan High Command worked under the administrator. (ENT: "Kir'Shara", "United") The title remained in use as late as the 24th century, when the head of Vulcan security, otherwise known as the V'Shar, held the title of minister. (TNG: "Gambit, Part II")
