Moore was a science fiction writer in the 1950s who co-wrote the story "First Contact", which was published in the April 1953 issue of Incredible Tales magazine. (DS9: "Far Beyond the Stars")
Moore is obviously an homage to Star Trek producer and writer Ronald D. Moore.
