Lt. Kwan, a half-Napean officer

The Napean are a telepathic race native to the Alpha or Beta Quadrant. Physically, they're relativly similar to most humanoids except for an enlarged forehead.

Starfleet Lieutenant Daniel Kwan was half-Human and half-Napean hybrid. (TNG: "Eye of the Beholder")

According to a personnel file seen in the episode, Daniel Kwan was a native of Psi Upsilon IV. This may suggest that the Psi Upsilon system is the home of the Napean species.

We've never seen an actual Napean, so any information on their race comes from Lieutenant Kwan.
