The Navot were an ethnic minority on Bajor whose territory bordered that of the rival Paqu. Since the treaty of 2279, the natural border was the Glyrhond River.

However, during the Cardassian Occupation, the river was used for mining operations and diverted twenty kilometers west, leading to a territorial dispute with the Paqu.

In 2369, Woban was the leader of the Navot, and according to Benjamin Sisko, the dispute could lead to civil war. A meeting between Woban and Paqu Tetrarch Varis Sul was held aboard Deep Space 9, mediated by Commander Sisko. The land gained by the Paqu was returned to the Navot in exchange for access rights. It was not stated whether the Paqu and Navot were nation-states, as they were simply referred to as "factions."
